California eviction: Deadbeat Tenants.

My mother is sick and unable to manage her Indio, California rental property from her Jonesboro, Arkansas home. Her California tenants haven't paid rent or utilities (electricity and gas were in MY name, for a total of $1200 unpaid bills) as they had agreed to do for the past four months. We have tried to evict them, but they are refusing to leave, and by avoiding us and process servers by all means possible, and we need to find out how to GET RID OF THEM! Can anyone tell us the best, quickest way to do this?


P.S.They may be trying to steal the house under squatter's statutes!! (What about giving a trusted friend who is living there there power of attorney? How could we do this?) Thanks in advance for any help/advice you could give me!
