What is the name of your state (only U.S. law)? Texas

I am 16 years old. I want to ask if I am able to live with an international student who is about 10 years older than me and earning PhD. in university in Virginia with my parent's consent.

If not because of he's an international student, then can I live with another person(also older than me about 8 years old), who is a Virginia resident?

If neither of those ways work, then what is the easiest way for me to move and live in another state(Virginia) with my parent's consent?

are you having sex with either of these people? planning on having sex with either? are they going to become your legal guardian?

your parents could grant them legal guardianship. they'd have to file with the courts to make it legit.

i asked the sex portion due to state laws in VA. they could get into trouble even if they did consent in VA.

It can be done with the consent of both parents. However, I would STRONGLY advise the parents not to do so (or the guardians, for that matter). There are plenty of problems with this:

1. Parents could end up paying child support to guardians
2. What happens if the kid gets in trouble with the law? The guardians might be liable.
3. What happens if the kid damages something? 16 year olds have terrible driving records, for example. The guardians might be liable.
4. What if the kid gets injured? Are the parents going to sue the guardians?
5. There may be problems with getting the proper paperwork for the school district. In some districts, guardianship is not sufficient - the school requires someone living with the child to actually have custody, not just guardianship.
6. What about discipline? House rules?
7. In this case, the host could find himself defending himself against statutory rape charges (even if they're the same sex). It's not that unusual for kids to make up allegations - and the host could have an expensive (and possibly even unsuccessful) battle to defend him/herself.

It really creates a big mess with a lot of issues. It's almost always a REALLY bad idea.

If neither of those ways work, then what is the easiest way for me to move and live in another state(Virginia) with my parent's consent?
Wait until you're 18 and then you can live wherever you want.
