I'm in texas, Brownsville texas to be exact. I want to know if there any kind of ticket I can get for having a non operational car parked in my driveway. It has flat tires, isn't blocking the sidewalk and has a cover on it. It's just sitting theres. It's going to get fixed. Just for now I'm not moving it and have it parked there covered up.

Your city has an ordinance prohibiting inoperable vehicles on private property.

It's Chapter 46 Article IV

Appears that if it's that way for more than 30 days you can be cited and fined.

I suggest you get busy and get it fixed and running and registered and insured, get it into the back yard where it can't be seen, or sell the damned thing.
