Can a Police Officer do this?

A police officer had my car towed away, and took my drivers license,atm card and my social security card! can he do that, i was able to get my car as the police said they had no hold on the car.

Why was the car towed? How did he get those things? Were you arrested?

I can think of a number of reasons why he can lawfully seize those things, and a few more that would justify accidentally forgetting to return them.

And the department may not have a "hold" on the car. A "hold" would mean that the department will not permit it to be released ... chances are there is no "hold". Depending on why it was towed you can probably just go to the tow yard and pay to get it out.
