Although I know I'm going to regret this, but... what exactly is the school trying to do to you? If it's say, withholding your transcript because you didn't feel like paying some fees - perfectly legal. On the other hand, if your Principal tells you that he videotaped you two showering together after gym class and wants $100 or else he's putting it on Youtube, then no, that's not allowed.
