can a will dictate use of property for heirs?

What is the name of your state (only U.S. law)? Maryland

I have a question. I have relative in West Virginia. They inherited a 100 acre farm. They have stated that the land cannot be sold, only to other family members. However their father, had another wife years before and gave the other half of the farm to another set of siblings and they have sold the farm to someone outside of the family.

Is it possible for someone to place in their will a restriction on when or to whom the land can be sold, if at all, and is it possible for a restriction to be placed any future use of the land?

or does the person who inherits the land have full and legal rights to this property if the title is in his/her name, to do what they want with it, regardless of what the will states?
