What is the name of your state (only U.S. law)? NY

When you use your card there is an expiration date on it. I have had merchants call up before they bill for the new expiration date. Now it seems that auto payments go thru with total disregard for the expiration date. Is this now due to electronic transactions? What are the rules that govern what info they can pass on to whom? Will this also happen if I get a card with a new number on it. Also if you had a merchant blocked from your account what should one do when they allowed the next months transaction to go thru?

What makes you think any information got out?
Sometimes a charge will post with an old expiration date, but sometimes it won't. Usually the merchant will notice the expiration and call you for new information.
Are you disputing that you authorized the charge (even if done with a card with an expired date)?

Banks often transfer recurring drafts to new card numbers as a customer service. It's not a good idea to think you can stop auto debiting of your bank account by changing debit card numbers or even account numbers. Likely the same is true for expiration dates. The bank doesn't give out the info, they just refer transactions to the new.
