Can Dog Breeder be held Liable?

A friend bought a Great Dane Puppy from a "reputable breeder."
She literally followed the breeders instructions on training & food etc. . .

The puppy is clearly not well. He went through stages where he could not/would not eat; could not keep food down; He is lame and is in constant pain. He cannot get through the night without crying in pain. (No this is not just for attention.) The poor dog who is only 9 months is on 3 types of pain killers. She is unfortunately thinking she may have to put the puppy down - if the pain cannot go away.

She just took him to the Univ. of Penn to see if there are any other options. She has spent well over $6000 trying to find out what is wrong.

The breeder is now claiming it is "her fault" the dog is having problems, although she is finding that he does not have the best reputation . . . most of his dogs wind up in shelters . . .

Can the breeder be held liable for any of the expenses or to give her a healthy puppy? (I do not know if there was contract.)
