Can DUI be "Rehabilitated" in Pennsylvania?

What is the name of your state Pennsylvania. A little over 22 years ago I got 2 DUI's. No ARD as the second one came while I was on ARD. I went to Canada this year only to find out that 2 DUI's = Banned for life for entrance into Canada....Unless you pay $200. After the $200 entrance fee (they actually granted me temporary citizenship) I was told that for another $200 I would be considered "Rehabilitated" and I could come and go as I pleased for life. I was also told that if I had one or both of the DUI's expunged, cleared, removed, whatever the legal term is. Than, that also would be good.

My question is what if anything can be done about my record here? I would rather clear it up in PA if I can.

There's no expunction of convictions in Pennsylvania (for practical purpose) nor will you get a pardon for this.
You'll have to go through the Canadian approval for getting admitted with such a criminal record.
