I have few questions for you:

Is it legal for employer to demand a commitment for being with them in return of their filing for H1B for an employee?
Is it legal for the employer for demanding a compensation in case an employee leaves him in 18 months or whatever time of joining him?
Can the employer sue an employee for not joining after he has filed for an H1B?
Is an agreement signed outside US have a legal validity in US?

Yes to all of your questions.

Or are you wanting to use an employer just to get into this country then dump them so you can take the money and run? Just remember, the EMPLOYER owns the H1B, NOT the employee. You try ducking out on your responsibilities to the employer they can have your butt shipped back to india in a heartbeat.
