What is the name of your state (only U.S. law)? MD

If a federal employee is unable to work because she looses her clearance, can she file for unemployment?

Of course you may file. Anybody may file. Assuming you are financially eligible, a decision will be made on whether the reason you lost your clearance constitutes misconduct.
