Can I file GC for just 1 parent???

What is the name of your state (only U.S. law)? Maryland

I am filing GC for my mom and not my dad at this time since my dad does not want to live in US and if he come he only comes for 1 month or so whereas my mom stays for 6 months. My question is it ok to file for GC just for my mom and wait till later for my dad??

Your mother is expected to make the US her primary residence if she receives a green card. It is not to be used in place of a visitor visa. She will be required to pay taxes on her world wide income.

It appears that you are not planning on filing for the right reason. If she does not intend to live permanently in the US, don't do it.

I agree. A B-2 visa is the more appropriate choice.
