What is the name of your state? Colorado

Hoping someone can help. Daughter's custodial parents are her maternal grandparents. Child lives with NCP mother in AZ. Mother is a deadbeat, daughter was taken away for mother for child abuse, never pays child support, drug addict, alcoholic - has been in jail for DUI when 5 months pregnant with her third child. Child is coming to visit father (me) in CO, for a month, who is also NCP. Last time my daughter was here her mother and stepfather were driving around druck/high with a carful of empty beer cans and bottle. Went to CPS here in CO and they wouldn't do anything. I called the police and reported them but they were never stopped. My mother is supposed to return my daughter to her mother in AZ but do I have to give the child back to her mother? I am filing for custody against her grandparents.

Thanks,
LMarie
