Truly seems drastic...
I would think if he lost rent on the unit for that period of time he could charge you rent, but I see from your other post that he moved someone in the very next day.
I would write a letter requesting your security Deposit, stating that the cost of a new lock and labor you will accept as being deducted but otherwise give a time limit of when you want to recieve refund.
Or look in your State's landlord tenant laws to find out if they have a time limit to send you either a list of deductions or the refund.
I really do not like your state's website... so I will let you look... okay.
Mooney, You would think they would change the locks for the new tenants anyways. I think it's just an excuse to keep your money. He should atleast rotate locks every few tenants, if he wants to keep costs down. $500.00 for a key returned 2 weeks later is a bit much! View your lease agreement. Let me know how it all turned out.
