I am living in Montana. I will be moving to England. My ex has our kids 51% of the time and I have them 49% of the time. This is due to the fact that I work a night time job so that we don't have to pay for daycare. Will I be able to take my kids with me to live in England?

If the other parent objects and files a petition to stop your move, then you do not have a chance at leaving the US. If you move without his written permission, then he can petition the courts the momemt you leave, ask and will probably be awarded sole custody. The moment you return to the US the children will be taken from you..

Your only chance of leaving the US and not living in fear is to have an attorney draw up an agreement and for him to sign it.
