Can I sue my ex boyfriend who is in the Navy in regular California court the state that I live in. He owes me money on a cell phone bill we have together. I have been making 95% of the payments. Also how would i go about serving him papers on the base. Right now he is in Spain for 6 months. I want to get things started so when he gets back i can have him served before he goes to his next assignment.
