What is the name of your state (only U.S. law)? Delaware
I moved into a home that has a HOA. For years I have asked for the Bylaws or something that reflects my responsibility as a home owner and their responsibility as an association. I have no problem paying the $275 a year, but all she continues to do is send bills. I advised until I receive some form of legal papers that say they exist I will not pay. I have learned from my neighbors that the president is some self appointed resident and she elects who holds seats and uses others to sign off on paperwork. I have no clue what is going on within the association or where the money is going. She has never responded to any of my letters and I also found out she has no bylaws or any papers in place and all she does is sends bills to everyone. This does not sound right! Does anyone know if this is something I should involve a lawyer in because now I am being told she has one of the residents signing off on paperwork to put liens on our homes. Boy this sounds illegal! No paperwork or anything is being sent, but word of mouth and many of the residents want to fight back and don't know how. Any help would be appreciated.
