Can immigration arrest?

What is the name of your state?New York
My sister is a non us citizen.she ran up cc debt of about $5k.(in NY state)
She is back in england now but wants to come back for a visit to the US.
we dont know if any judgements were issued againist her, she has been out of the US nearly 5 yrs.Could the US immigration arrest her?or deport her?
If a judgement was issused,would no response from her lead to an arrest warrant?

*** Of course they can.... but not for an outstanding debt.

*** Yes. Her failure to be a responsible person could be grounds to deny her entry or stay..... but unlikely.

*** Possibly. There are circumstances where a debtor could fail to comply with a court order and the court issue an arrest warrant for contempt of court. Again, though, unlikely.
