or property manger rise rent 450.00 more then what

As long as the building or the apartment is NOT rent stabilized, ....usually an older building that has NOT been rennovated with 6 or more apartments....

YES as long as they notify you atleast 30 days before your lease ends, If it is less then 30 days..such as they gave notice today... then by law they must charge you the same rent as you are paying now for next month and the rent increase takes effect on May 1st.
