Can my former landlord do this?

I moved out of my old apartment about 2 months when my house got finished being built. This weekend I get a letter stating that I owe him money for so called damages done to the apartment. The apartment was rented 3 days after I moved out. Can the he still claim damages? And can I request to see receipts for repairs? The only thing I got was a typed letter with amounts of things to fix.

No the landlord must return your deposit within 30 days...

he has not so you can sue him in small claims court for the full amount plus $250.

I know about the security deposit, but can he still try to sue me for so called damages after the 30 days as well?
