Can my wife get K visa?

I've been married for 6 months. My wife lives outside the US. We filed an I-130 form with INS. I got the notice of action and receipt number last week, after waiting 3 months. The notice says it will take 825 days to process our case. If we are already married can she get a fiance visa? I heard that the law changed last month and my wife may be eligible for a K visa. Our legal person says no. I would like to get a second opinion.
