Terms and conditions of contracts and agreements should never be analyzed in isolation. What comes before and what comes after is generally important to understanding any written document.

The wording on that is terrible and reading it totally out of context makes it impossible to judge it's real meaning.

I did a search using the entire paragraph and came up with a Massachusetts statute addressing labor relations public employees. That section appears in the definition of "Employee" or "public employee."
