What is the name of your state (only U.S. law)? Texas

According to Wikipedia's article about the CAN-SPAM Act:

Content is exempt if it consists of:
religious messages;
political messages;
content that broadly complies with the marketing mechanisms specified in the law; or
national security messages.
Does this mean that religious websites and political websites such as blogs, forums, etc. can spam about their website all over the Internet as long as they add in a Bible verse or political message for example?

Also, does this act cover all electronic communication like email, text messaging, faxing, etc.?

Can anyone elaborate a bit more?

Your question is overly broad. Do you have a specific incident you are trying to find out about?

Sure, for example: I have seen several Christian forums that do mass email marketing and text messaging. Basically this is what they do: they send out an email about their Christian community and explain why people should join and add in a few Bible verses and link to their website.

Per the law it would be legal EVEN IF it did not include the bible verse.

Wait... no you can't because that isn't what I was asking. My question was whether or not the were in the guidelines of the Act by doing so.
