It sounds like an outtake from the Lives of Others or another surveillance conspiracy theory: what if you mobilized an entire country to make sure businesses paid their taxes?. According to him, the reason for that would be the work required to register the receipts with the government.

A little thing called the constitution would prevent that.

There are actually systems in place for ordinary citizens to report tax fraud, worker misclassification and other tax issues. People simply don't make use of them.

absolutely but I think the OP was referring to something more mandatory
