My sister lives in Maine. Our father co-signed on her car 3 years ago. Is there any way to take him off as the as the co-signer now? Would she need a substitute co-signer or would she be able to just not have one?

She would have to refinance in her name only if she can. A bank will not typically just removes someones name from responsibility. There is no benefit to them to do that.
