No. The only time she could sign for him is if she has his POA. And even then she would not sign his name -- she would sign hers as POA for him.

Depends. Does the sender of the letter have a judgment against the letter recipient? If the answer is no, then they would have to obtain a judgment before a lien could be put in place. Or there could be a contractual obligation that was not met and the laws of your state allow for a mechanic's lien against the property. Need more info to give a specific answer.
