Can the State mandate a donation?

I'm an event planner in Colorado. The state has just inacted a new regulation to use one of their parks. The regulation reads:

"For Events in Lincoln Park, permit holders must make a $150.00 donation to the Monument Preservation Fund, which is used for the maintenance and preservation of the monuments in Lincoln Park."

Previously it was free to use the park, as long as a completed application was filed in a timely manner.

It doesn't seem right to me that the state could mandate a donation. Does anyone know?
