Can the widow refinance to get another VA loan?

What is the name of your state? Arizona
With the current VA loan interest rate at 4.5, now is a good time to refinance.
The veteran was 100% disabled, and passed away a year ago.
One loan agent said that the widow cannot get another VA loan IF
she is not now receiving any of the veteran's disability payments.
The agent said it's determined by whether or not the death was considered "service related".
The widow is not now receiving any of those payments, but we are working on changing that.
The question: Is that agent correct? Can the widow NOT get a new VA loan if:
1. The veteran's death was not deemed to be service related, and
2. The widow is not now receiving any of the veteran's VA disability payments.

A Certificate of Eligibility is necessary for a VA refinance - but I agree with PayrollHRGuy. Interest rates are low so the widow might qualify for a different mortgage loan.

PayrollHR, yeah, with a FICO above 800, she'll qualify for just about anything,
but a VA loan has several advantages.
And yes, I understand that All interest rates are pretty durn low nowadays.
