What is the name of your state? Arizona
With the current VA loan interest rate at 4.5, now is a good time to refinance.
The veteran was 100% disabled, and passed away a year ago.
One loan agent said that the widow cannot get another VA loan IF
she is not now receiving any of the veteran's disability payments.
The agent said it's determined by whether or not the death was considered "service related".
The widow is not now receiving any of those payments, but we are working on changing that.
The question: Is that agent correct? Can the widow NOT get a new VA loan if:
1. The veteran's death was not deemed to be service related, and
2. The widow is not now receiving any of the veteran's VA disability payments.
Thanks very much.

It's probably a good idea to have the widow log on and ask her own questions.

A Certificate of Eligibility is necessary for a VA refinance - but I agree with PayrollHRGuy. Interest rates are low so the widow might qualify for a different mortgage loan.

Well, Zigner, the widow way is too stressed out. I'm just an old friend, helping.

Quincy, thanks for that link. Looks not promising, so far.

PayrollHR, yeah, with a FICO above 800, she'll qualify for just about anything,
but a VA loan has several advantages.
And yes, I understand that All interest rates are pretty durn low nowadays.

Thanks, people.

Just to finish this story. . .
This refi was finished. Completed. Around October of 2020.
The best part: We did not need the VA Certificate of Eligibility.
To wit, I actually found. . .
https://www.benefits.va.gov/homeloans/documents/circulars/26_19_17_change1.pdf
Page 1, paragraph 3, section b: replace with the following paragraph: “For IRRRLs, a COE is now required, except in the following three situations:
1) . . . irrelevant . . .
2) The entitlement encumbered on the loan being refinanced belongs to the surviving spouse of a Veteran.
3) The entitlement encumbered on the loan being refinanced belongs to a Veteran who has since passed away and the IRRRL borrower is spouse who was also a co-borrower on the loan being refinanced.
And I also found that some people at the VA were not aware of that "change".
Not to mention the several Lenders who thought the COE was necessary.
All is well, there.
Thanks very much for your time, people.
