This is urgent. Please advise.

If a federal/regional branch of an agency (Department of the NAVY regional maintenance center) decides to disqualify a small business from obtaining direct contract work. Can they (when doing so in writing) request from us that we inform current and prospective customers of our status to do business and provide them with a copy of such negative declaration? This is something new that a couple of civil servents came up with to prevent us from doing business directly or indirectly (as a subcontractor) through another qualified and much larger corporation. This was due to noncompliance with our documented systems (QA procedures, audits, Etc.). We qualify under other corporations' Terms and conditions. Can they force us to do this? Is this legal or is it against a constitutional or statuatory law concerning free trade. What are our legal rights to do business with others? :confused:
