“Baffled” in San Diego submits the following question. The city considers my block a slum and is suing the landlord. The city wants the apartments vacated because of drug offenses and building code violations. Some people are indigent here and can’t afford to pay rent elsewhere. Police have made statements implying that we’re all on drugs, which isn’t true. Police are gathering intelligence for a civil suit against the landlord-- coming in to see if repairs ordered by the city have been done. Is this allowed?
