What is the name of your state? CA

If someone posted a message in a Web forum that was something like:

"I wonder if company XYZ is in trouble?" (followed by a link to a newspaper article about XYZ's CEO being arrested for being drunk in public)

Is this slanderous? Libelous? Or otherwise illegal?

What are the implications if company XYZ and the CEO are in another state? Is it likely that drunken CEO might attempt to sue the poster (who lives in another state)?
