Can Vexatious Litigant be used in juvenile court proceedings?

What is the name of your state? California.
I'm having a problem. I'm involved in Juvenile court (concerning my daughter)...It's rather a long story, but my daughters father keeps filing court papers after court papers (en pro per) that never have an ounce of truth, but instead tug everyone into court for no reason...inflating attorney bills, etc.
To cut to the chase, can I use the Vexatious Litigant motion in Juvenile Court? I've heard of it only being used in Family Court, but I believe my case is of special circumstance because, I'm motioning that the other party is vexatious; which is not a government agency but instead is my daughters father whom falls under the Code of Civil Procedures definition of Vexatious Litigant....! Can someone please tell me if I can use this law in Juvenile court?
