Can We Give Child Back to Parents?

We were granted custody of husbands 17 yr old neice almost 2 years ago. We have put up with so much and have worked out many huge discipline issues. Starting to take its toll on our two very young and impressionable boys. Child was one of 6 removed from her parents home and then in DSS custody for about 5 years when we stepped in to gain custody. She has had regular visits and daily contact with parents for about 1 1/2 yrs. i think we would all be happy if she could go back and live with them. Can we do this? Can we give her parents the power of attorney over her or grant them temporary guardianship - other suggestions please, we need them.

First off, did the parents lose custody? Were the issues over why the children were taken out of the home ever settled by the state? Did the state allow the contact and visits with the parents? This is the state's concern as it was their decision to remove the children from the home, if they have not deemed the parents as able to care for their chiildren yet, you could get into a lot of trouble if you have been allowing visitation w/o the state's consent and if you return the child w/o the state's consent.
There are too many important facts left out of your post for anyone to answer it accurately, most importantly the state you reside in is most important,as laws vary from state to state.
Please add to your post: reasons as to why children were removed, if parents lost custody permanently, if the state has granted the parents the right to have the children back, etc.
