What is the name of your state? Tennessee

I'm sure this is bogus but I heard that you can copyright your name by putting a notice in a published source like a newspaper and then 'give notice' to people (like cops and judges) so they can't say your name. if they do say your name, you can sue them for $100,000. sounds bogus but I thought I'd ask

I'm not a lawyer but that sounds utterly absurd to me. I'm quite sure it's not true.
