Canadian debt legal to report in US?

Hi, in Oct of 2000, my husband and I were informed that we won a raffle and asked to come to Canada to claim our prize (we live in Michigan). We found out when we got there that it was a vacation brokerage firm. We sat through a three hour high pressure sales presentation. Unfortunately, we succombed to it. We requested verbal cancellation but our calls were never returned. Since we paid the intial deposit, we have not paid on this debt at all. The creditor called us constantly even when we asked her to stop. We also at some point received a letter from another firm asking us to stop paying this account as a class action judgement was going to be persued and to start making payments to them. Anyway, besides telephone contact and strange bills (Microsoft excel format) that appear on our doorstep once in a great while, we have not really heard from them. Now, we are recieving a letter from a California based collection agency. I have read on Experians site that they cannot report foreign debt on a US credit report due to different jurisdictions and laws regarding credit. Can this US collections agency report this foreign debt on my US credit report? They have tacked on 100% exta in fees from the original debt as well. Thanks for all your help in advance.
