That logic makes sense in principle, but I don't think psychiatrists ever really meet with someone to issue a negative statement or renege a prior diagnosis. And even if they did do that, I'm not sure I'd want to take the risk given the incompetence and corruption I've already seen.Jeremiah, there are only two possibilities. Either you are delusional, or you are not.
If you are, you need to be under a psychiatrist's care.
If you are not, a CURRENT evaluation by a psychiatrist stating that you are NOT delusional will be needed before any law enforcement will take you seriously.
Either way, it benefits you to have a mental health evaluation NOW. Even if you've had one before.

Particularly, as has already been said, US law and Canadian law are not the same, are not as close as you appear to believe, and our only Canadian expert does not work in this kind of law.
