cancelling a contract with an unreliable plumber

as a pennsylvania consumer, i signed a contractor's contract, with no dates, describing work to be done, and at a cost of between say, $4000 & $5000 dollars. the plumber has continually lied as to when he will be here or when he will start, and has been putting me off for over a month. he has done a small thing twice, but that's all. when i call he tells me one thing and never does it. i have since heard he is not a reliable contractor and has been unfair in the past. isigned the contract about 3 weeks ago and would like to hire another plumber. am i binded to this contractor or can i cancel and get someone else?
