Cannot be at final inspection

What is the name of your state (only U.S. law)? Kentucky

Due to a family emergency I am not going to be able to attend my final inspection. I am literally supervising the moving out/in to the new house, locking up, dropping off keys to the landlord and getting on a plane. I have always been up front and honest with my landlord and planned to include the following letter with the keys, I will be dropping it off after hours most likely because of the timing of things. Is this okay to do?

Unfortunately I will not be able to meet to do the walk through at XXXXX on the 1st because of a family emergency and I know you need the keys so I have enclosed them. My run down on the move out inspection is as follows:
A. The carpet in the front room/dining room hallway was three years old and was fraying when we moved it. I did not bother having it professionally steam cleaned as we both know it needs to be replaced. The brown carpet in bedroom 3 and green carpet in bedroom one are both fine. The beige carpet in bedroom 2 was new when we moved in but was damaged and I know it will need to be replaced
B. I do not know what kind of paint was used in the beige or brown colored rooms but I would not advise using it again. As you will see it peels easily and stains with no capability of wiping it clean. I did notice that there was no primer used on any of the rooms that were painted.
C. The back door has stuck since the day we moved in, XXX (the property manager) could not even get the key to unlock or open in the initial walk through. It has not been locked in two years because I considered it a fire hazard locking it because if I did lock it, the time spent trying to unlock it would be way too long.
D. The hinges on the cabinet door above the sink broke about a year ago. I tried finding new hinges but could not find ones that would fit with the holes that are already drilled in the cabinet. I have left that door on the counter.
E. The microwave that was provided when the original one would not operate is on the counter as well.
F. I realize there will be a cleaning fee for the house as I cannot spare the time right now to provide a deep clean to get the house ready for new tenants for you.
G. The fans in bedroom 2 and 3, one has a broken blade and the other the light part of it is no longer functional.
My thoughts on what will be deducted from the rent are:
1. Deep clean fees
2. Replace carpet in bedroom 2 (beige, almost white carpet)
3. Replace cabinet hinges for one cabinet door in kitchen
4. Repair costs for 2 ceiling fans.

I will look for your itemized hit list as well as what is left of my security deposit (if any) or a bill for any damages that my deposit did not cover.

It's not really going to do much, nor give you any leverage/standing with the way things are.

Do you have ANY supporting documentation for the items you think you shouldn't be charged for, ie; A,C,D, G?

If you have always been up front and honest as you say you were than why are you trying to make the place seem like it was not suitable to move in, in the first place?

Makes it sound like they were dirty and torn from the get go.

If it was this bad, why did you sign up for another year?
Now you have a picture of walls peeling, terrible paint, dirty and lots of stains.

Now you bring in a fire hazard. Really making your case strong.

Did you bother to tell him?

This statement is what really is a whopper.

HIT LIST? WHATS LEFT, IF ANY OF DEPOSIT
How do you expect the LL to take that kind of tone?

Will that list help you? Of course not - What he sees and what you see are two different views.
Pictures would help you, but I am guessing you didn�t take any.
But I am sure the LL will, by what you are describing and if you don�t have any documentation of requesting things to be done you will be HIT HARD.

Next time, on something like this, if you can't make the inspection, take pictures and in that letter indicate that you have taken pictures.
 
I have move in and out pictures. As for the term hit list, I am former military and that's what we called ire, I guess punch list would be more appropriate. As for who I stayed for so long, in one year I got laid off and my ex stopped paying child support. I had to support the 5 of us on my savings and unemployment. Now that I am back on my feet with a savings account again we are moving to a better area, the neighborhood has gone downhill, and a house with a bit more room.
