Can't afford to pay judgement Missouri

I got into an accident in 2010 and the other person's insurance company ended up taking me to small claims court. We entered into a repayment plan in 2013 for $142/month which was affordable to me at the time. I now am unemployed and cannot afford this. The total amount due is $5600. The worst part is that I cannot get my drivers license reinstated until this judgement is satisfied. I contacted the debt collector to see if I could pay it off in one lump sum and settle for less than what was owed but they rejected all of my offers and insisted I pay the full $5600. I requested a new repayment plan since I am no longer employed and have no income. They will only accept a minimum of $200/month to go this route. I cannot afford to repay this judgement unless the monthly amount is more affordable and desperately need my drivers license. What are my options other than bankruptcy? I have tried contacting free legal services in my area and they do not offer services when there's a judgement. I also do not qualify for a hardship license.

Are you in an occupation that requires a driver's license? Can you get a new job where you can get there by public transportation (city bus) instead of driving to work every day?

All you can do right now is concentrate on trying to get another job and the repayment can be worked out later.
