What is the name of your state (only U.S. law)? Oregon
My daughter fell off her bike and the handlebar scratched the door of a car parked on the street. The owner wants me to pay for a new door panel for this three or four year old car. I feel I should pay for buff and paint for this scratch. what am I legally responsible for?What is the name of your state (only U.S. law)?

You are legally responsible for the actual damages. Tell her to take it to a body shop and get an estimate to repair the damage. Then hand them a check for that amount.

Or, get your homeowner's insurance involved, if it's a large amount or if the neighbor is being difficult to deal with.
