Car dealer won't produce documents

One month ago, I purchased a used car from a dealer in Tennessee. By law, I am required to register the car within one month. However, to do so, I need to take the title to the county clerk's office.

The dealer has promised to give this to me for over two weeks now. In fact has made (and broken) several appointments with me over the past three days. I've wasted a lot of time waiting around for him. And my temporary tag has expired.

An employee and spouse of the dealer altered the temporary tag to extend the expiration date--This worries me that I could end up in legal trouble were this challenged.

I keep calling and getting put off or having more promises made to me then broken. I'm really at wit's end as to what legal recourse I have and would appreciate any help.
