What is the name of your state? California

My friend bought a car from me and we wrote on a piece of paper how much she bought the car for and how much her monthly payments would be. She has now skipped town, still owing me $4,000. She still has the car. Letters are being returned.

How can I sue her if I can't serve her?

If I do find her, can I repossess the car?

What are my rights?

Is there a statute of limitations? From the date of purchase? When she stopped paying?

Do I report the vehicle stolen?

She has the title but I didn't sign off on it. I sent in the release of liability. There is no loan. I owned the car outright and sold it to her. She put $1,500 down and made payments for about a year and then disappeared.
