Car stolen at school

Ok, Im from New York and I go to Nassau Community College. I am curious if I can file sue against the school. They make us buy a parking pass for those not familiar with the school each semester, or an anual one for the whole year...now as you can see in the title my car was stolen right from the lots. They do not have security cameras and public safety is horrible...only good for when you need a jump start.

Anyway, back to the car thing. Now yes i have insurance and they are taking care it, and filed police report right after it happen. My big thing is, since the school makes you buy this pass for $17.50 otherwise you get a ticket or towed, they specifically state in the Q&A section about the pass:
"Q. What will the money collected be used for?
A. The fees will be used to repair Nassau Community College's Parking lots and enhance security on campus."

They have been saying that since a semester after i started going there like two years ago, and if you go there you can tell that the lots still suck and are full of pot holes...which they once in a while, not often, try to pour tar over and fill but it doesnt work, and there are no cameras on 97% of the campus. That percentage is only a estimate, but there has to be something going on that they havent used any of that money for what they tell us they are. Supposedly 28,000 students go to NCC this semester, lets say 25,000 drive a car and buy a pass, thats $437,500 that has not been used for what they been telling us it will be.

Look on the back of someone else's pass.

Note the language around "The Nassau Community College is not responsible for any theft or loss of any personal property when a car is parked in any location on campus" or something similar.

Ah, yet another reason why NCC has the reputation it does. :D

The school is neither responsible for ensuring that your car never gets stolen, nor for using the parking funds for anything in particular. The most they MAY be liable for is to have some sort of lighting at night. Anything else they do beyond that is just because they're being nice.

ok, thanks for the responses.

But they specifically state they collect the funds to enhance security, but yet no security has been enhanced. Now that technically is a false statement on their part because right now they are just pocketing the money and spending it on who knows what or holding on to it.
