Send a written demand for payment, along with a photocopy of the bill. Tell him he has 5 calendar days to pay. Then, when he fails, sue him in Small Claims court. All of your costs and fees will be added to the judgment. Then, after you win, MAKE SURE TO POST WARNING SIGNS wherever he works, informing others not to allow him to use their phones. That's your right, and it's the truth. As a matter of fact, you can even go to people's homes where he's working and show them your judgment. That'll get him for not paying attention to you and abusing your phone.
