I broke my lease for a townhouse effective November 1, 2000 (July 99-Nov 00) in Pennsylvania. I thoroughly cleaned the apartment, and I had all of the carpeted areas cleaned by a professional service, which I inspected after they were done and was satisfactory. However, my landlord is charging me for carpet cleaning for $139 plus a 15% administrative paperwork fee for this and other charges because I didn't submit a carpet cleaning receipt.

I have since sent them a copy of the carpet cleaning receipt and they are still holding me responsible because they said since I lived at another residence owned by the same landlord 1 1/2 years prior (Jan-Dec 1998) that I should have remembered to submit this information. However, nowhere in the lease agreement or any information that they sent me does it state that an administrative fee will be applied or a carpet cleaning receipt is required.
