A "such a patently constitutionally law"? That doesn't make sense. Might you have instead meant to say "such a patently unconstitutional law"?

Of course the sentence as posted is repugnant of proper English ! It doesn't take a Raymond Murphy to realize that. On the other hand an unbiased observer * might reasonably conclude that it is the result of careless editing.

Whether it has any merit as a product ''for sale by those online essay writing places that spam forums" [sic] I couldn't say. Evidently you are more familiar with that line of work.
