Cat next door

The woman next door has two cats that roam
around a lot. I have spotted them in my
yard and garage many times. I complained
to the animal control and they came out
and told her to keep her cats penned
or tied up. She did for awhile, but now
allows them to roam again. Animal control
said the only thing I could do is have this
special small animal cage, which I have, but
the cats are too smart to go inside.
What other alternatives do I have?
These are the only cats around and I have
about $600.00 worth of damage to my car
due to the cat jumping on the car and scratching it.

I am not a lawyer. Our neighbors cat climbs on our cars and we were told if we could get a picture of them on our vehicle that we could file a small claims for damage to our vehicles.
