What is the name of your state (only U.S. law)? International

Good morning,

My name is Stephen, and I've been purchasing model aircraft kits (via the net) for ten years.
I recently purchased a single kit (which was advertised as second hand) from a dealer in Europe.
The kit arrived without incident, but soon realized there were several pieces (15, in total) missing from the kit.
Is this simply buyer beware, or is there some legislation (dealing in international small claims) that will entitle me to an exchange/refund?

Any assistance would be greatly appreciated

Stephen
