cc debt for mother in nursing home

What is the name of your state? PA My mother has been admitted into a personal care home due to physical and mental issues. Prior to this her mental issues drove her to go from zero credit card debt to about $6,000 in about 2 months. She was able to pay two of her cards off but has one remaining at about $4,000. The problem is she will no longer have an income at all. She has to sign over her SS check for payment to the home, they will receive the money directly. She will no longer have any income to make a credit card payment. She has maybe $100-200 in her checking but they will be gone once misc bills are paid. What are her options. Will her mental capacity play into this? She does not own anything or have a retirement (401K etc) fund.
Can the cc company attach to her social security check even though she is not receiving it, the nursing home is? Her mail was forwarded to my address while she was in the hospital but now that she is in a home should we have the credit card companies change her address to the nursing home?

She was competent enough to pay off the two cards so that defense is moot.

If she has no assets then the CC companies won't have much to attach will they?
